Miami-Dade enforces the strictest wind-load schedule in the state (HVHZ — High-Velocity Hurricane Zone). The 24-inch pool itself isn't subject to HVHZ structural requirements — the exemption stands — but any pergola, shade structure, or equipment enclosure built alongside it is.
