HVHZ-adjacent wind spec and dense ARC review

Broward sits adjacent to the Miami-Dade High-Velocity Hurricane Zone (HVHZ). The 24-inch pool itself is exempt from HVHZ structural review, but any pergola or equipment enclosure built alongside it must meet Broward's wind-uplift schedule — we size the equipment pad to that standard by default. Las Olas Isles, Coral Ridge, and Parkland's gated communities all run full ARC review and we ship the same pre-formatted packet we use for Miami-Dade and Palm Beach boards. Canal-front addresses get a salt-air-rated equipment package.
